Phil Mosher is a land use planner with the Municipality of North Grenville. His primary areas of expertise relate to rural and agricultural land use planning, heritage and active transportation within a rural/urban setting. Phil completed his formal education at the University of Ottawa in the field of Geography in 2009. Passionate about good service, Phil’s approach to rural and agricultural land use planning includes offering a balanced approach to clients while maintaining good land use planning principles. Phil believes in face-to-face encounters to convey important information about a client’s most valuable asset – their land.

Looking at the history of severance activity in the former Oxford-on-Rideau Township an explanation will be offered regarding the decline of severances over time in relation to changing provincial legislation. This presentation will examine the role that zoning, the Official Plan and the Provincial Policy Statements play on planning in the rural area and offer opinions regarding sustainable practices.
